Romania Youth and sports

Central

Central government is responsible for:

  • Overall policy and legislative competences in the field of youth and sport.
  • Coordination of the structures for youth and sport; and
  • Signing on behalf of the Minister of Education, Research, Youth and Sports, of all documents related to its activities and the related operating structures, with the exception of draft legislation.

 

Regional

  • County Departments of Sport and Youth are devolved public services of the Ministry of Youth and Sports, with legal personality.
  • They ensure the implementation at the county level of the strategy and programs related to sport and youth.
  • They organize, participate, monitor and evaluate actions in the field of sport and youth. Use the recreational centers for youth for the purposes of recreation, tourism, sports camps for children and youth. Organize thematic camps, seminars, courses for non-formal education for young people and students. Organize and implement specific programs for children and young people, especially for the disadvantaged ones.
  • Moreover, the County Council provides, according to its competences and according to the law, the framework for ensuring public services of county interest on youth and sport (art. 91 of Law 215/2001).
  • collaborates with the local councils in order to efficiently use the subsidies granted from the local budgets for the performance sports activity in the territory;

The county councils constitute, annually, within the framework of their own budgets, the Fund for Youth Activities (art. 28 of the Youth Law no. 350/2006).


 

Local

The Towns and Communes are responsible for:

Shared competencies between Towns and Communes and the central public authorities (Article 24 of Framework law n°195/2006 on decentralisation):

  • Construction of social housing for youth.

The local councils may set up an annual Youth Activities Fund in own budgets, according with the Law no. 266/2017 for completing art. 28 of the Youth Law no. 350/2006.
