Romania Trans-EU networks

Central

Central government is responsible for:

  • The rule-making, setting out the framework for planning and construction, as well as the monitoring of the implementation of TEN-T;
  • Planning and construction of major transport infrastructure projects; and
  • International cooperation inter alia in matters concerning the EU Trans-European Transport Network, (e.g. the TRACECA project).

 

Regional

The Counties are responsible for:

Shared powers of the County with the central authorities (Article 26 of Framework Law n°195/2006 on decentralisation):

  • Management of road infrastructure of the County.

 

Local

The Municipalities, Towns and Communes are responsible for:

Own competencies (Article 21 of Framework Law n°195/2006 on decentralisation):

  • Management of road infrastructure of local interest.
