Central

The Ministry of Labour and  and Social Protection  is the specialised authority of the central public administration, carries out government policies in the field of employment and fulfils the following main duties:

  • Policy and decision-making, implementation and monitoring of competences in the field of employment;
  • Analysis and revision of the national Annual Programme for Employment;
  • Policy and law-making competences in the field of labour law (employment relations, collective agreements, working hours and rest periods, etc.);
  • Policy and decision-making competences in the field of public sector wages; and
  • Policy development, implementation and monitoring in the field of pensions.
  • Monitors the implementation of strategies of local public administration authorities regarding the development of social services;
  • Initiates, coordinates and monitors the development of programs of social relation partnership in collaboration with central and local public administration authorities, employers, unions, associations, foundations and other structures of organized civil society, as well as with international bodies and institutions in the field

 

Regional

The County Agencies for Employment (AJOFM) provide the implementation at county level of measures to prevent unemployment, social protection of the unemployed, organize and coordinate the work of employment and labor training.

 

In order to fulfil these tasks the AJOFM cooperate with local public authorities, government organizations, civil society, providers of employment in the private sector and social partners.

 

 AJOFM are decentralized public institutions, the most important body at the local level for the implementation of policies and programs related to labor market.

 

Local

Municipalities devise and implement labour market measures on a voluntary basis.[1]

 

Employment policy is otherwise highly centralised.
