Romania Public health

Central

The Ministry of Health has the following main competences:

  • Development of policies, strategies and action programmes in the field of public health, and monitoring their implementation at national, regional and local levels;
  • Assessment and monitoring of the health of the general population, designing strategies to improve it and informing the central government on health indicators, trends and measures necessary for their improvement;
  • Monitoring, control and evaluation of the functioning and activities of medical institutions and taking the necessary steps to improve their quality;
  • Ensuring, in collaboration with local and central public administration, human resources as well as material and financial resources for the functioning of public health institutions;
  • Promotion of the education of media on public health;
  • Participation in preventing or reducing the effects of epidemics; and
  • Management of relations with the World Health Organisation and other international organisations in similar areas of interest.

 

Regional

The Counties are responsible for:

Own competencies: (Art 22 of Framework Law n°195/2006 on decentralisation, revised by GEO no. 42/2016)

  • Administration of public health units of the County.
  • Medical care provided in local public health units;

Shared powers of the County with the central public authorities (Article 26 of Framework Law n°195/2006 on decentralisation, revised by GEO no. 42/2016):

  • Medical care and social assistance to people with social problems.
  • The financing of personnel costs for doctors and nurses, as well as medical and sanitary expenses in medical and social care units;

Public health departments of counties are concentrated public services with legal personality, subordinated to the Ministry of Health, representing the public health authority at the local level, carrying national policies and health programs, developing local programs, organizing health structures, statistical evidence on health issues and planning and carrying out investments financed from the state budget for the health sector.       County public health departments, in collaboration with local authorities, education institutions and government organizations and nongovernmental organizations, organize activities in the medical field of public health.

The public health departments of the county must reimburse the expenses related to the quarantine requested by the local public administration authorities, based on the bills and the supporting documents.

 

Local

 

The Towns and Communes are responsible for:

Own competencies (Article 21 of Framework Law n°195/2006 on decentralisation, revised by GEO no. 42/2016)):

  • Administration of public health units of local interest;
  • Community health care;
  • Medical care provided in local public health units.

Shared competencies between Towns and Communes and the central public administration authorities (Article 24 of Framework Law n°195/2006 on decentralisation, revised by GEO no. 42/2016)):

  • Medical care and social assistance to people with social problems  (GEO no. 87/2017 to complete art 5. of the  GEO no. 70/2002 regarding the administration of the public sanitary units of county and local interest);
  • The financing of personnel costs for doctors and nurses, as well as medical and sanitary expenses in medical and social care units;
  • The authorities of the local public administration request the county public health departments, to reimburse the expenses related to the quarantine of the persons provided
