The Ministry of Transports and Road Infrastructure is responsible for:
- Setting the transport policy at national level,
- Developing strategy and specific regulations for developing and harmonizing the transport activities within the general policy of the Government
- Performing the role of state authority in transport.

The Moldova 2020 National Development Strategy specifically addresses the need for quality road infrastructure in the country.

District (Rayons) Level 2 authorities are responsible for:
- The construction, administration and district level repair of roads and road infrastructure;
- Passenger transportation organization, administration bus stations at district level;
Local
Local municipalities (Level 1) are responsible for:
- Construction, maintenance and lighting of streets and local public roads;
- Local public transport.
