Moldova Environment

 Central

The Ministry of Environment is responsible for:

  • Developing and implementing strategy (Environmental Strategy 2014 – 2023) which aims to integrate environmental protection and adaptation to climate change in all areas of the economy;
  • Running a specific Climate Change office;
  • Implementing the Change Adaptation Strategy of Moldova (CCASM) ;
  • Driving the National Adaptation Planning (NAP) process (funded by Austrian Development Cooperation Agency);
  • Working in three key sectors: agriculture, energy, and water resources, pilot projects are being implemented in six districts vulnerable to climate.

Three outputs include:

  • Institutional and policy frameworks for medium- to long-term gender-sensitive adaptation planning and budgeting;
  • Institutional and technical capacities for iterative development of comprehensive NAP strengthened;
  • Adaptation interventions in priority sectors implemented including demonstration projects at a local level to catalyse replication and upscaling.

The National Energy Efficiency Programme (NEEP) 2011 – 2020 aims to address the impact of the energy sector on climate change.

Environmental protection has been recognized as an important area for socio-economic development in the country's National Development Strategy "Moldova 2020".

Regional

District (Rayons) Level 2 authorities are responsible for:

Supporting the implementation of pilot projects.


Local

Local municipalities (Level 1) are responsible for basic services in environmental management and maintenance including:

  • Planning and management of urban green spaces;
  • Collection and management of waste, including sanitation and maintenance of land for the storage;
  • Supply of drinking water, construction and maintenance of sewerage systems and water treatment plants and rainwater used;
  • Local environmental planning
  • Public/Private Partnerships
  • Co-ordination with central government in delivery of environmental policy and programmes.

Implementing the provisions and measures of environmental protection and rational use of natural resources included in national and sector policy documents cannot be imposed on local authorities, this is restricted by the legal framework.
