Central
Ministry of Labour, Social Protection and Family is responsible for:
- Implementation of legislations related to job creation, labour standards, social protection, insurance etc;
- Labor relations and social partnership
- Wage policy;
- Employment policies;
- Demographic and migration policies;
- Security service and health.
The Moldova 2020 strategy contains programmes to achieve poverty alleviation through sustainable economic growth.

Local
Local municipalities (Level 1) are responsible for creating conducive conditions for job creation and implementing legislation and policy at a local level i.e.
- Develop agricultural markets, commercial spaces, performing any other measures necessary for the economic development of administrative-territorial unit;
- Establish and manage municipal enterprises and organization of other activities for economic development of administrative-territorial unit
