Central
The Ministry of Women, Children and the Family is responsible for:
- Developing and implementing a National Social Protection Policy;
- Developing and upholding legislation and designing programmes on women and children’s rights;
- Expanding educational and care facilities for young children, supervising the quality of their programmes and ensuring the quality of the training of teachers;
- Implementing programmes for poor families, led by women;
- Promoting family stability and developing and implementing family education and parenting programmes; and
- Combating all forms of violence in the family;
- Drawing up and implementing the national gender strategy and promoting gender mainstreaming in national development strategy;
- Promoting female entrepreneurship and developing female microfinance;
- Promoting women’s legal status, its inclusion in decision-making and its contribution to development;
The Poverty Reduction Strategy paper 2011 – 2015 includes development and adoption of the national social protection strategy, which will increase access to risk management instruments and social protection systems for the most vulnerable and poorest segments of the population as well as other social groups at risk.
A National Social Protection Policy is in place.
Regional
The Regional Directorate for Health and Social Affairs is competent at regional level and represents one of the regional services.
Local
At local level, the municipal council gives its opinion on all matters of local interest, in administrative, economic, social or cultural terms.
