Central

  • Article 73 BL lists Citizenship in the Federation, residency registration, identity cards, immigration, emigration and extradition as an exclusive competence of the federal level.
  • Article 74 BL has listed matters on refugees and expellees as a concurrent legislative power with the Länder.
  • Article 74 BL lists matters on residence and the establishments of aliens as a concurrent legislative power with the Länder.
  • The Federal Office for Migration and Refugees is responsible for language and integration courses for refugees and decides on asylum applications; provides initial advisory services for migrants. Since August 2018, the Federal Office for Migration and Refugees cooperates with other federal and regional agencies in establishing centralized “migrant transfer centers" (AnkER-Zentren)

  • Standing Conference of the Ministers and Senators of the Interior of the Länder coordinates integration policy at regional level

  • Local immigration offices implement national legislation; prepare accommodation for asylum seekers; issue residence permits
  • Handle applications for exemption, payment of fees and organise of the integration courses
  • Implementation of the national and Länder legislation
  • Local Aliens' Registration Offices register incoming asylum seekers

  • Municipalities are responsible for refugee healthcare
