​Central

 While central government is ultimately responsible for vocational training is managed locally with little national or regional co-ordination.

Responsibility is mainly spread over partnerships with 21 different ministries and agencies, as well as some public enterprises that provide training. The Ministry of Education is responsible for vocational training in name only.

Local

There are 1,237 Vocational Training Centres affiliated with 27 different ministries and agencies. Each centre may decide on its own functioning, programme, conditions and examinations. While most of these centres only provide in-house certificates in the form of certificates of attendance, five agencies provide diplomas endorsed by the Ministry of Education.
