​Central

Transportation policy, including investment and strategy proposals, is determined by the Ministry of Transportation[1], which is in charge of meeting the needs of demand for transport in line with Egyptian national development plans:

  • rail, including metro (through delegated departments).
  • Motorwayss, roads and bridges.
  • Waterways, including the Nile River system.
  • Ports (through delegated authorities).

Civil aviation falls into the competence of another Ministry.

Maritime transport is the responsibility of the Egyptian Authority for Maritime Safety (EAFMS). 


Regional

Governorates are responsible for ensuring central government policy is carried out within their areas of responsibility.

Local

Local Authorities are responsible for the following in their areas:

  • Roads
  • Waterways
  • Bus Services
