European Regional Development Fund (ERDF)

  • Formulating economic and financial policies;
  • Administrating the public finance of the country;
  • The collection and expenditure of the revenues of Ireland from whatever source arising;
  • The promotion and coordination of economic and social planning, including sectoral and regional planning;
  • The identification of development policies;
  • Economic and social planning matters.

European Social Fund (ESF)

Department of Education and Skills

  • Designated Managing and Certifying Authority in Ireland for policy and operational matters related to the ESF;
  • Oversees all matters relating to the ESF;
  • Represents Ireland's position at European level;
  • Formulates and implements ESF Policy
  • Develops policy guidelines, major priorities, programmes and policy implementation;

    Ensures proper financial management of the ESF;

  • Monitors and reports on the Programme activity.

Spatial planning

Department of Housing, Planning and Local Government, in cooperation with the Planning Appeal Boards (An Bord Pleanála):

  • Determining the policy framework, namely the National Spatial Strategy; and
  • Issuing, as required, of guidance documents in respect of national planning issues such as rural housing, wind energy and retail.

(The national ministry has no direct input into development planning process or the individual applications.)

Planning Appeal Boards (An Bord Pleanála)

  • Provides an arbitration forum through which any decision made by a planning authority on a planning application can be reviewed at the request of the applicant or another interested party.

Regional

Regional Assemblies:

  • Promote and support balanced regional development;
  • Manage and monitor European structural and investment fund programmes;
  • Secure EU funding for specific regional projects;
  • Forge linkages between these functions and spatial and economic strategy;
  • Assist Local Authorities in engaging with EU institutions on matters related to regional and local development and on programmes and projects where assistance from the EU may be sought.[1]

European Regional Development Fund (ERDF)

  • Promote the co-ordination of public services within the region to ensure that all applications for financial assistance are consistent with the objectives of, and contribute to the implementation of, the regional spatial and economic strategy for the region;
  • Oversee the development and implementation of the Regional Operational Programme;
  • Monitor the impact of the programmes within the region;
  • Prepare applications and proposals, manage and implement programmes and projects, and perform all such other functions as required under the European Union Regulations.

European Social Fund (ESF)

  • The verification and implementation of concrete EU Regional Policy measures and programmes, in cooperation with the national government.

Spatial planning

  • Develop the Regional Spatial and Economic Strategy (RSES) in accordance with the Planning and Development Acts 2000 to 2014. The adoption of RSES will require the review of relevant statutory plans of the constituent Local Authorities to ensure alignment between national, regional and local planning;
  • Co-ordinate, promote and support strategic planning and sustainable development of their regions, providing advice and statutory observations on the making and review of Local Authority Development Plans

Local

European Regional Development Fund (ERDF)

  • Provide assistance in money (grants, loans, guarantees or other financial aid) or in-kind when considered necessary or desirable to promote the interests of the local community.

European Social Fund (ESF)

  • Participate in the ESF via EU rules and procedures.

Spatial planning

  • Physical planning and land-use policy;
  • Draw up land-use plans, as well as development plans;
  • Operate the system under the Planning Acts 2000-2011 (in direct cooperation with An Bord Pleanála).[1]
