Health Service Executive (HSE)
- Provides all of Ireland's public health services in hospitals and communities across the country;
- Each HSE area makes decisions about how they will distribute available resources to the agencies in their area;
- The HSE's has four Regional Health Forums, which include representatives from the city and county councils within their respective areas. Agencies set legal framework and policy guidelines for health insurance system.

Local
- Issuing of licences for waste disposal and for the emissions into the air from plants;
- Collects or arranges for the collection of domestic and other waste; and
- Monitors the environment for signs of pollution;
- Issues licenses for keeping dogs and licenses for horses within its area;
- Grants licenses to street traders to allow them to sell goods on the street and to casual traders to allow them to sell goods at casual trading areas designated by the city, county, town or borough council.
