Central
Central government is responsible for:
- The participation in the preparation of State Policy in the field of initial vocational and specialized secondary education and its implementation;
- Ensuring the implementation of the Laws of the Republic of Azerbaijan, in the field of initial vocational and specialized secondary education;
- Managing the system of initial vocational and specialized secondary education and ensuring the functioning of the system;
- Determining the need for personnel, who have obtained initial vocational and specialized secondary education, and giving an order to the Cabinet of Ministers of Azerbaijan Republic in accordance with it;
- The preparation of drafts of normative legal documents and development programs in the field of initial vocational and specialized secondary education;
- Ensuring control over the organization, management and quality of educational process through monitoring.
- The preparation of the competency-based standards and curriculum for initial vocational and specialized secondary education in accordance with the requirements of society;
- In accordance with the requirements of the labour market, the provision of training of personnel and specialists, who have obtained initial vocational and specialized secondary education, on various professions, massive occupations and specialties in general secondary education and complete secondary education base;
- The establishment of modern-secured vocational-training centres and complexes;
- Close cooperation is carried out with different organizations, non-governmental and international organizations in order to fulfil the obligations under the above-mentioned fields.

Local authorities have voluntary powers in organising advanced vocational training.
