Central

The central government’s main activities in employment are:

  • Participating in the development and implementation of integrated policy on labour relations, employment of population, demographics and social protection of population as provided by law;
  • Participating in the development and implementation of integrated state policy on labour migration with the relevant state authorities as provided by law;
  • Improving within its competence labour relations, employment, demographics and social protection of population;
  • Managing labour relations within its competence and develop legal framework of social cooperation;
  • Monitoring implementation of collective agreements and contracts and record the data;
  • Making suggestions to upgrade employee pay and tariff systems;
  • Inspecting compliance with legal acts determining sectoral and inter-sectoral standards and norms of labour relations;
  • Inspecting use of special outfit and other private and collective protective equipment by employees of enterprises, agencies and organizations irrespective of ownership and organizational and legal form considering the working conditions;
  • Ensuring that human and civil rights and freedoms are achieved within its competence and prevent their violation;
  • Initiating actions within its competence against employers hiring individuals to do jobs (services) without entering into labour relations as provided by law;
  • Inspecting the quality of certification of workplaces on occupational safety and health;
  • Ensuring investigation and recording of occupational accidents related with workplace;
  • Analysing labour demand and supply by studying labour market and provide forecasts on the development of labour market;
  • Providing social protection of jobseekers and unemployed persons, assistance in job placement, and vocational training, retraining and paid public works commensurate with actual labour market demand;
  • Developing and implementing within its competence regional and state employment programs in cooperation with the concerned agencies as provided by law;
  • Study, analyse and evaluate living standards of population by involving the concerned agencies and develop and undertake activities aiming to improve life quality of population;
  • Making suggestions on step-by-step increase of the minimum amount of salary and criterion of demand to the minimum living rate applicable in the country and on social benefits that are indexed to inflation;


Local

  • Local government units can devise and implement employment and labour market measures within their budget constraints.
  • Other than enforcing legislation and national policies and strategies, no other competencies identified at the local level.
