Central government is responsible for:

• Determine the future development of the field and the directions of the state program of development
• Ensuring the energy security of the Republic of Azerbaijan to participate in the preparation of measures;
• Separate energy production and consumption forecasts to prepare and to submit them to the relevant executive authorities to take part in activities carried out in this area;
• State-owned enterprises operating in the area assigned to the Ministry in accordance with the conditions and to represent the interests of the state;
• State-owned enterprises operating in the relevant field of fuel and energy resources for each year of use, loss of technological adoption and implementation of regulations to control consumption;
• Privatization of state-owned enterprises operating in the relevant field to participate in the work of the commissions;
• State-owned enterprises operating in the field of income and expenditure estimate for each year to coordinate and monitor the implementation;
• Efficient use of energy resources in the economic, technical and organizational requirements;
• The creation of a mechanism for the energy saving and the use of proper economic-financial incentives to participate;
• Energy-saving aspects of the financing to fund energy efficiency programs;
• An industry to develop and implement measures aimed at increasing competitiveness;
• To participate in the development of energy in the field of technical normative legal acts;
• Azerbaijan's foreign economic policy development on issues related to the field to participate in shaping;
• Information provision for citizens;
• Give opinions on the activities of analysis, general monitoring, and conduct studies, prepare analytical materials;
• To take measures to improve training and professional experts in the relevant field;
