Central
Central government is responsible for:
- Implementing the state policy in examination of natural resources, their usage, restoration and protection; on supply of environmental safety and protection of biological variety in this sphere;
- Working out and implement the state programs in usage, restoration, establishment, protection of the forests and in carrying out of the forestry;
- Working out and implement corresponding national activity programs on ecology, nature exploitation and minerals;
- Working out and implement state programs on exploitation and protection of water reservoirs in the frames of its authority;
- Implementing the state execution in the spheres of the environmental protection and the use of natural resources to provide Azerbaijan population with right to live in healthy environment;
- Implementing state defence in preservation of ecological environment in the process of exploitation of natural resources, minerals, growth, flora (forests as well), fauna (fish as well), water sources and those of energy, as well as in ecological restoration and protection of the soil and protection of the atmosphere;
- Supplying under its authority the implementation of the corresponding international obligations and to relate activities of other organs in this sphere;
- Supplying the implementation of main orientations of the state policy in ecological education and enlightenment;
- To offer suggestions for preparation and perfection of state and regional programs on ecological education and enlightenment of the population, to participate according to the legislation in realization of these programs;
- To control the contract of ecological insurance in the case of functioning, utilization or reestablishment of an institution of dangerous source which needs the permission to use natural resources;
- Implementing state control over hunting and protection and use of hunting production;
- To determine separate places for hunting;
- To permit individuals and legal enterprises to carry out amateur and sport hunting in hunting season;
- To take decision under its authority to confiscation, neutralising or eradication of faulty foodstuffs;

Local government units are responsible for implementing national policies and legislation in the environment sector.
