Central

Central government is responsible for:

• Social Policy Legislation Undertaking actions to ensure medical and social examination, rehabilitation and social protection of the handicaps and children with disabilities;
  Ensuring within its competence prevention of negligence of minors, social rehabilitation of trafficking victims and social adaptation of persons released from serving prison sentences;
  Delivering social and household services to the elderly, persons with disabilities and vulnerable people as provided by law;
• Providing targeted social assistance to low income families as provided by law;
• Monitoring and evaluating targeted social assistance mechanism;
• Maintaining, within its competence, payment of pensions nominated by the President of the Republic of Azerbaijan;
• Making suggestions on unification and simplification of social benefits paid from the state budget;
• Developing statistical reports on social benefits, compensations, targeted social assistance and pensions by the President of the Republic of Azerbaijan to different categories of people;
• Ensuring implementation of international agreements to which the Republic of Azerbaijan is a party and which are consistent with the activities;
• Coordinating activities of other executive authorities within its competence in the fields relevant to the Ministry;
• Providing medical and social examination, rehabilitation and social protection of the handicaps and children with disabilities, and supplying them with prosthetic and orthopaedic appliances, wheelchairs and other rehabilitation devices;
• Developing and implementing special programs for medical, vocational and social rehabilitation of the persons with disabilities and children with physical or mental deficiencies as provided by law;
• Improving performance of rehabilitation centres in order to enhance rehabilitation of the handicaps and children with disabilities and opening new rehabilitation centres in different regions of the Republic of Azerbaijan pursuant to the existing laws;
• Creating and regularly updating database on the handicaps and children with disabilities;
• Organising joint events with the concerned authorities in applied handicraft, art, music, physical training and sports among talented handicaps and children with disabilities;
• Cooperating with social organizations of the handicaps and children with disabilities operating the territory of the Republic of Azerbaijan to enhance social protection of the handicaps and children with disabilities;
• Taking measures to prevent minor’s negligence;
• Assist to implement modern methods and technologies in the institutions and services providing social services to the minors and their families;
• Taking actions within its competence aiming at social adaptation of persons released from prison, ensure payment of lump-sum benefits to persons released from prison who are in need of medical and social assistance, and coordinate activities on social adaptation of persons released from prisons;
• Implementing activities on the social rehabilitation of trafficking victims as provided by law, open centres providing assistance to trafficking victims and within its competence oversee their performance;
• Ensuring reception of citizens, processing of incoming applications, suggestions and complaints in the manner and timeframe specified by law, including responses via web-site, and take other actions as provided by law;
• Ensuring awareness raising on its activities, creation of a website, posting and updating of public information;

Local

Local authorities are responsible for adopting and implementing programmes for social protection and development, as well as local economic development.

Additionally, municipalities are responsible for providing social assistance to people of low income who are not included in state social programmes.
