Central

Central government is responsible for:

  • State policy in the sphere of culture;
  • Implementing short, middle and long-term programs aiming at the development of culture;
  • Safeguarding cultural heritage;
  • Defining the major trends in the development of the culture and art of Azerbaijan, assists in the interaction between the national culture of Azerbaijan and the cultures of other nations, residing in Azerbaijan and of the world nations, preserves national traditions and develop them in the present-day conditions;
  • Meeting the cultural demands of the people; provides comprehensive assistance to the creation of works reflecting the humanism ideas for the aesthetic taste formation;
  • Applying modern technologies corresponding to the international standards in different spheres of culture and art;
  • Raising the activeness of the citizens especially the young people;
  • Providing the informational, financial, production and creative basis of cinematography, training the cinematography specialists, to form the state policy in the sphere of film making and to implement it;
  • Ensuring the development and protection of cinematography;
  • Ensuring the protection of initial materials and copies of the cultural, socio-political, scientific, historical and practical films;
  • Carrying out the state registration and enumeration of the monuments and their certification
  • Agreeing on the changes to the project in the restoration works of monuments, prohibits the alterations in the aesthetic image, the repair, construction and other works posing danger for the monuments;
    concludes contracts on the security with the owners of the immovable and movable monuments in accordance with the legislation;
  • Raising the issue on the return of cultural wealth assimilated by the occupants before international organizations and undertakes measures for their restoration;
  • Agreeing on the reconstruction and planning projects of the settlements and towns that include historical and cultural monuments as well as ancient cities;
  • Permitting the transference of local historical and cultural monuments to other places;
  • International Cooperation;​


Local

Local government units are responsible for the running of local cultural institutions in areas of responsibility.

Culture policy is more decentralised than other sectors, with proportional involvement estimated to be 20% Central Government and 80% local authorities.
