Azerbaijan Transport

Central government is responsible for:

  • Formation and implementation of the state policy in the sphere of the development of the transport complex, cargo transportation and passenger conveyance;
  • Defines and develops transport strategies;
  • Coordination of the activity of spheres constituting the said complex for ensuring the reliable, effective and permanent operation of the enterprises of the transport complex;
  • Implementation of the scientific-technical policy of the transport complex and definition of its major trends;
  • The development of the industrial and interindustry programs targeting the development of the transport complex and their implementation;
  • The development of the concept of the socioeconomic development of the transport complex;
  • The control over the effective utilization of the state property of the transport complex and ensuring of the state interests protection;
  • The development of all transport lines, including road, rail, maritime and aviation, passing through Azerbaijan and undertaking measures for the increase of competitiveness;
  • The maintenance of the international cooperation in the sphere of the transport complex;
  • The conduction of measures ensuring the attraction of the foreign capital to the transport complex and performance of other functions stipulated to the Ministry of Transport by the law of the Republic of Azerbaijan.
  • Cooperation with international actors;
  • Financing, including tax, tariffs, and investments;
  • Transport safety legislation.​

Local

  • Local authorities are responsible for the maintenance of roads in areas of responsibility, a shared competence with the central government.
  • Local authorities are otherwise responsible for implementing national programmes and strategies in areas of responsibility.
