​Central

The regulatory authority is the Energy Regulatory Commission of the Republic and is independent of central government and acts in accordance with the Energy Law.
 The central government is responsible for:

  • The overall legislation;
  • Strategies and investment plans;
  • The promotion of private, domestic and foreign investments;
  • Support to public energy companies in view of privatisation.
  • Monitoring frameworks and evaluations of programmes and energy usage
  • Promotion of energy efficiency
  • Taking measures to ensure energy security;
  • Taking measures to ensure nuclear and radiation safety;
  • Hydroenergy projects;
  • Thermal energy and nuclear energy projects;

Regional

Regional bodies (the governors) carry out regional policy determined by central government. Other than fulfilling central level competencies within their area of responsibility, governors are responsible for co-ordinating local authorities (communities) in their region and providing a line of communication between the local and central levels of government.

Local

The Chief of a Community exercises the following mandatory powers:

  • Organize and ensure the operations of public utilities of the community, residential buildings, non-residential premises, dormitories, administrative buildings and other structures owned by the community;
  • Manage the operation and maintenance of electricity, water supply and removal, and gas supply, heating systems and other structures of the community’s subordination;
