The central government is responsible for:

  • The overall employment policy;
  • National strategies and programmes;
  • The labour law;
  • Occupational safety and health at work;
  • State Labour Inspectorate;
  • The assessment of the economic development and labour market;
  • The implementation of international agreements;
  • Contract law;
  • State Employment Programme

Regional

Regional bodies (the governors) carry out regional policy determined by central government. Other than fulfilling central level competencies within their area of responsibility, governors are responsible for co-ordinating local authorities (communities) in their region and providing a line of communication between the local and central levels of government.

Local

In this sphere, the Chief of a Community exercises the following voluntary powers:
  • Contribution to the creation of new work places, organizes paid public works;
