​Central

The central government is responsible for:

• Cultural heritage (Cultural heritage Strategy; Action Plan);
• National Programmes and Cultural Development policies
• elaboration and implementation of a comprehensive programme on preservation of cultural values;
• creation of mechanisms for identification, registration, monitoring and preservation of cultural values in the Republic of Armenia and abroad; and
• promoting the cultural heritage internationally and increasing its availability to the public.
• Arts, including legislation, coordination and supervision of the national institutions;
• International promotion and cooperation;
• Libraries, including the design and implementation of the policy, in coordination with all the stakeholders;
• National Museums and theatres;
  

For fine arts, the state has the following competencies:

• creation of conditions for the dissemination of contemporary works of art
• implementation of measures necessary for the international arena,
• Funding Art and Armenia galleries stocking collections of contemporary cultural values.
  

For music, the state has the following competencies:

• creation of customized creative concert programs,
• ensuring the competitiveness of young artists and musicians in market relations,
• Ensuring concert tour activities,
• music schools free flexible training system state order, ensuring the acquisition of appropriate instruments,
• medium and the addition of free places on folk wind instruments and higher professional educational institutions,
• support the promotion of talented musicians in international competitions and festivals,
• musical instruments repairmen training.
  

For the Media, the state has the following competencies:

• support non-state media publication,
• support state "Mir" TV,
• support "Armenpress" news agency,
• promotion of Armenian culture and local TV media / programs, newspaper supplements /
• promotion of Armenian culture abroad
  

For dancing, the state has the following competencies:

• support the ethnographic and folk ensembles, through the provision of grants,
• creative new stagings of customized ballet performances, folk dance performance,
• Filing of the international community, national dance,
  implementation of training program for young choreographers.

Regional

Regional bodies (the governors) carry out regional policy determined by central government. Other than fulfilling central level competencies within their area of responsibility, governors are responsible for co-ordinating local authorities (communities) in their region and providing a line of communication between the local and central levels of government.

Local

• Promotion of the development of national crafts, amateur and folk-arts;
• Assist in the protection and effective use of historical and cultural monuments located in the territory of the community;
• Registration, classification and dissemination of information about historical, cultural, natural, tourist and recreation resources of the community;
