​Central

Central government is responsible for:

  • Regulation and coordination of activities of other governmental agencies, local executive and regulatory bodies, organizations involved in ensuring ecological safety, environmental protection and rational use of natural resources, including mineral resources, climate control, ecological certification and ecological audit;
  • State regulation of geological exploration of surface resources, support and promotion of all types of organizations involved in the above-noted economic activities;
  • National strategies;
  • Informing governmental agencies, local executive and regulatory bodies, and individuals on environmental issues; raising environmental awareness; promotion of environmental education;
  • International cooperation; analysis, consolidation and sharing of international experiences in environmental protection and rational use of natural resources;
  • Defining priority environmental and forestry investments;
  • Research programmes;
  • Coordinating environmental protection-related activities of the other ministries and local authorities;
  • Proposing measures for the protection and preservation of the environment, forestry and water resources;
  • Environmental Impact assessments;
  • NGO cooperation;
  • Inspection activities;

 

Regional

Regional bodies (the governors) carry out regional policy determined by central government. Other than fulfilling central level competencies within their area of responsibility, governors are responsible for co-ordinating local authorities (communities) in their region and providing a line of communication between the local and central levels of government.

Local

In the sphere of nature and environment protection, the Chief of a Community shall exercise the following mandatory powers: O

  • Organize maintenance of lands, forest and water reserves that are property of the community, as well as environment protection.

In the sphere of nature and environment protection, the Chief of a Community shall exercise the following powers delegated by the State

  • Carry out supervision in the sphere of nature protection, as well as assist in the arranging for the use and protection of entrails, forest, water areas, atmosphere, flora and fauna.
  • Ensure protection of lands from sliding, flood, mooring, and pollution by chemicals and radioactive agents and industrial waste.
