​Central

  • This comes under the remit of the Ministry of Transport, whose role is to facilitate the development and implementation of the national transport policy in line with government objectives and to ensure they are aligned with Community policy, while balancing the needs of the different transport modes with the common objectives of transport policy[1].
  • The organisation and duties of the directorate for transport are set out in the following legislative texts:
    - Executive Decree No 89-165 of 29 August 1989 laying down the powers of the Minister for Transport[2].
    - Executive Decree No 89-166 of 29 August 1989 on the organisation of the central administration of the Minister for Transport[3].

Regional

  • In the provinces, each transport directorate consists of two departments responsible for land transport and for air transport and meteorology, respectively. The provincial directorates responsible for maritime affairs also include a maritime transport department. Each department may, depending on the importance of its duties, include no more than four offices.
  • Regional wilayas are responsible for promoting public transport.
  • Under Article 33 of the third provincial government act, the people’s provincial assembly may set up a standing committee in the field of transport.
  • In particular, the provincial transport directorate is responsible for[1]:
    - ensuring application of the rules relating to the various modes of transport and to meteorology,
    - coordinating and monitoring the organisation and implementation of the various transport modes,
    - implementing prevention and road safety measures,
    - developing and updating the register of land transport activities,
    - issuing transport permits and authorisations and professional aptitude certificates,
    - implementing
    monitoring and control measures for driving instructors,
    - coordinating and organising the work of bodies responsible for penalties in the area of land transport as well as those responsible for taxi licences,
    - organising driving licence examinations,
    - issuing authorisations for any aviation work and air navigation permits,
    - coordinating activities linked to aeronautical pre-training,
    - ensuring the proper functioning of the meteorological network in the province,
    - ensuring the protection of the public maritime domain, ports and the marine environment,
    - issuing navigation permits and renewing vessel safety certificates,
    - carrying out visits and inspections on board any vessel (for safety purposes, on vessels about to depart and unannounced),
    collecting and using statistics on transport and traffic accidents.

Local

  • The municipality takes all measures to ensure the availability of transport for pupils (Art. 122 of the municipal government act) and to promote public transport (Art. 149 of the municipal government act).
  • Foster school transport
