Central

The Ministry of  Family, Labour and Social Policy is responsible for:

 

The Polish Agency for Enterprise Development is responsible for:

  • Implementing national and international activities financed by structural funds, state budget and long-term programmes of the EU;
  • Creating and implementing state policy on entrepreneurship, innovativeness, and human resources adaptation.


 

Regional

Regions

The voivodes (representatives of the government in the regions) are responsible for:

  • Supervising the implementation of labour market policy by the regional and county authorities, regional labour offices (Wojewódzkie Urzędy Pracy – WUP), and country labour offices (Powiatowe Urzędy Pracy – PUP);
  • Organising and financing trainings for employees of the regional labour offices and country labour offices;
  • Issuing work permits for foreign workers; and
  • Carrying out high-level administration.

 

The voivodship marshal is responsible for:

  • Issuing validation certificates for job placement services, personal advice, vocational guidance, and temporary employment agencies.

 

Regional labour offices (wojewódzkie urzędy pracy – WUP) execute tasks in the field of employment policy in the regions; their responsibilities are:

  • Shaping and coordinating the regional labour market and human resources development policies with reference to the national labour market policy by way of regional action plans for employment;
  • Performing tasks relating to the right of free movement of workers between Member States and EURES;
  • Maintaining a register of private employment agencies;
  • Undertaking research and analyses of the labour market;
  • Programming and executing tasks co‑financed by the ESF;
  • Initiating and implementing regional programmes, with a view to promoting employment;
  • Developing, updating and disseminating professional information, research and analysis;
  • Supporting country labour offices in delivering vocational guidance and disseminating updated vocational information;
  • Providing information about the opportunities provided by labour offices; and
  • Cooperating with academic career offices (Akademickie Biuro Karier) to develop, updated, and disseminate professional information. 

 
County labour offices (powiatowe urzęd pracy – PUP) execute tasks in the field of employment policy in the counties, their main responsibilities are among others:

  • Developing and implementing a program for the promotion of employment and activation of the local labour market;
  • Assisting the unemployed and job seekers in finding a job by way of job placement and vocational guidance;
  • Assisting employers in finding employees by way of job placement, vocational guidance, and financing of lifelong learning;
  • Developing and implementing individual action plans
  • Maintaining  records of the unemployed and job seekers;
  • Granting and paying out unemployment benefits;
  • Performing relevant tasks for coordinating social security systems;
  • Delegating workers to employment schemes;
  • Organising and financing vocational trainings for adults;
  • Organising and financing trainings for the employees of  county labour offices;
  • Performing tasks related to the free movement of workers in the EU (i.e. those relating to the EURES network and cross-border partnerships);
  • Cooperating with regional labour offices to provide basic services in the labour market (such as updated vocational information);
  • Implementing regional programmes in agreement with regional labour offices;
  • Assessing the market situation;
  • Cooperating with municipalities.

 

Regional labour offices and county labour offices execute different ranges of tasks, and there is no hierarchy between them.
