  • Creating social care and social rehabilitation institutions;
  • Developing a State policy in the field of social services and social assistance; and

Family policy:

  • State family benefits.

Local

Local authorities are responsible for:

Social assistance:

  • Social assistance for poor families and socially vulnerable persons;
  • Ensuring places for orphans and children without parental care in training and educational institutions;
  • Providing overnight shelters for the homeless;
  • The Local Government Social Service Office provides for social assistance.

Family policy:

  • Ensuring places for elderly in old‑age homes;
  • Family support and crisis centres for children, parents, pregnant women, and young mothers in need of specialised help; and

Registration of marriage, partnership or birth.
