Central

The central Government is responsible for:

  • Establishing the overall legislative, financial, and procedural framework;
  • Setting the educational standards;
  • Coordinating the establishment of educational institutions with the municipalities; and
  • Funding for teacher salaries.

The National Centre for Education (NCE) is a public administration institution directly subordinated to the Minister of Education and Science.

NCE's primary functions are:

  • To develop curricula for pre‑school, basic, and general secondary education and vocational education;
  • To provide uniform development of national examinations in basic education, general secondary education, and vocational education;
  • To coordinate the development of textbooks in accordance with national standards for general and vocational education;
  • To coordinate and support the system for learners with special needs;
  • To coordinate interest-related education system and implement support activities for the development of learners' personalities and talents;
  • To coordinate teacher continuing professional development activities; and

To organise state language proficiency testing.

Local

Local authorities are responsible for:

  • Providing education for residents;
  • Primary and general secondary education;
  • Pre-school
  • Organisational and financial assistance to extracurricular training and education;
  • Coordination with the Ministry of Education and Science;
  • Establishment of educational institutions;
  • Funding of school infrastructure (buildings, utilities, etc.)
  • Ensuring transportation to and from educational institution;
  • Registration of children taking part in the education system; and
  • Facilitating educational groups with special needs.
