Employment

​Central

The central government is responsible for:

  • Employment and the labour market policy (overall responsibility of the Government and Parliament);
  • The work life policy, including the work environment, labour legislation, and wage formation;
  • National Labour Market Administration:
    • Coordination and administration of employment policies in accordance with the national guidelines, and
    • Distribution of the funding to the County labour market boards.
  • The Swedish Public Employment Service;
  • The Swedish Unemployment Insurance Board, and
  • Support to job seekers.

 

 

Regional

Regional authorities are responsible for:

  • Implementing national guidelines and legislation.).

Until 2008, the then counties had their own County Labour Boards (“Länsarbetsnämnd"), but the services provided were adopted by the re-organised National Public Employment Service in 2008.

 

Local

Municipal authorities are responsible for:

  • Local public employment offices (in coordination with the National Labour Market Administration).

The Public Employment Service operates across all levels of governance, supporting local, regional, and central authorities alike with labour market measures. It should be noted, however, that employment is not a mandatory responsibility of the municipalities.
