Civil Protection

Central

At the national level, Swedish civil protection operates on the principle of responsibility. All agencies and departments are responsible for maintaining activity during emergencies.

 

The central government is responsible for:

  • Strategic matters as well as support to regional and local authorities.
  • Civil Emergency Planning
  • Crisis Management Co-ordination


 

The Swedish Civil Contingencies Agency is responsible for:

  • Management and coordination of national operational measures within and between all levels of governance, and
  • Preventive efforts, response, and recovery during and after a crisis or accident.


 

Regional

County Administrative Boards are responsible for:

  • Coordinating tasks in the field of protection against accidents, emergency preparedness and civil defence.
  • Regional risk and vulnerability assessments; 
  • Supporting other actors, especially the municipalities, in their planning, risk and vulnerability assessments, training and exercises.

 

Local

According to Sweden's proximity principle, emergencies should be handled at the lowest possible level in society in the first instance.

Municipal authorities are responsible for:

  • Risk and vulnerability assessments; 
  • Cooperation with County administrative boards, and
  • Organising regular training and exercises for politicians and officials (together with the County councils).
