Central

National Government

State authorities are responsible for:

Youth

  • National Steering Committee on Youth;
  • Drafting the Youth Law (to be adopted by end of 2016);
  • Develop and coordinate youth policy, including management of stakeholders and liaising with cooperating NGOs.
  • Competencies at the local level will be further defined by the Youth Law to be adopted by end of 2016.

Sport

  • National Sports Plan.
  • Coordination and implementation of sports activities;
  • Facilitation of sports competitions and events;
  • Overseeing sports activities of the national interest, as defined by the Sport Act;
  • Operational model for sport in Montenegro is based on voluntarism and parternships;
  • Monitoring frameworks and reporting on Montenegrin sport;
  • Strategy development;
  • Maintaining registry for sports organisations;
  • International cooperation in the sports sector.

 

Local

Municipalities are responsible for:

Youth

  • Local youth action plans; these are currently implemented in Podgorica, Kotor, Budva, Tivat, Cetinje, Niksic, Bijelo Polje, Pljevlja, Mojkovac, Kolasin, Pluzine, and Savnik.
  • Participation in Youth Councils and forums over youth policy.
  • Providing conditions for the development and improvement of sports for children, youth and citizens, and development of inter-municipal sports cooperation.
  • Development of youth policy at the local level.
  • Voluntary attendance to training events related to youth policy (by municipal officials).
  • Competencies at the local level will be further defined by the Youth Law to be adopted by end of 2016.

Sport

  • Promotion of local sporting events on a voluntary basis.
  • Local sport action plans;
  • Local Sports councils;
  • Authorise the status promotion of amateur sports clubs to “professional” status;
  • Sports federation creation;
  • Ensuring objectives of national plan are met.
