​Central

State authorities are responsible for:

  • Ensuring the relationship outlined in the Stablisation and Association Agreement between European Communities and their Member States and the Republic of Montenegro is maintained.
  • Allowing unrestricted road traffic through Montenegro and the Community as a whole, according to Protocol 4, Article 61 of the Agreement.
  • Planning, construction and maintenance of major transport infrastructure.
  • Integration measures with the trans-european networks and policies.
  • While not prescribed in law, the central government and transport authorities are mainly responsible for TEN-T actions (i.e. ensuring national and regional transport networks are maintained and developed).

 

Local

Municipalities may voice their views during public meetings, otherwise no competencies identified at the local level.

When Montenegro accedes to the European Union, this will inevitably change.
