Montenegro Civil protection

​Central

State authorities are responsible for:

  • The National Strategy for Emergency Situations and participation in the EU Civil Protection Mechanism;
  • Improving the capacity of municipal teams for emergency management;
  • Implementing Law and on Rescue and Protection;
  • Management of Emergency Management Coordination Team;
  • The National Platform for Disaster Risk Reduction (launched December, 2014), an interministerial structure.
  • Participation with conferences with UNDP Montenegro and facilitation of international dialogue and cooperation in civil defence;
  • Montenegro's Civil Police Aviation Unit;
  • Mounted Police units;
  • Border police and border security;
  • The military consists in 1,950 active duty members, with the majority of equipment and organisational structures inherited from the State Union of Serbia and Montenegro before 2006; it includes an Army, Navy and Airforce. Montenegro will soon accede to NATO as its 29th member;
  • Fundraising for flood relief;
  • Preventative measures for floods and other environmental risks;
  • Cross-border cooperation on fire protection and resourcing municipal fire services;

 

Local

Municipalities are responsible for:

  • Exercising supervision by Communal Police;
  • Communal Police acts on the following areas regarding civil protection;
    • Water supply;
    • Drainage of sewage and star water;
    • Public hygiene;
  • Communal Police offers information on services to citizens and perform other affairs within jurisdiction of the municipality;
  • Civil protection Service under the supervision of the mayor:
    • To ensure protection and rescuing of property and citizens from fires, explosions, damages, and other accidents and extraordinary situations.
