State authorities are responsible for:

  • Establishing overall legislation and policy.
  • Strategy;
  • Visit-montenegro.com and national promotion;
  • Tourism standards;
  • Tourism infrastructure;
  • Development and Investment Projects;
  • Specifying the form, content and record keeping methods for Book of complaints (to be kept in premises where services are performed);
  • Issuance of licenses required for Central Registry of Business Court;
  • Withdrawal of licenses;
  • Regulate minimal technical conditions of tourist agencies;
  • Registry for tourist guides;
  • Registry of Representation Contracts (for Tourist Representatives);
  • Regulate conditions for Skiing Fields;
  • Regulate conditions for nautical tourism;

Local

Municipalities are responsible for:

  • Developing and maintaining tourism services and issuing permits for establishing tourism services.
  • Tourism development;
  • Coordination of the following activities
    • production of a program for the development of tourism and corresponding planning acts in accordance with regulations on planning and development of landscapes, for tourism locations in municipal territory, that is town;
    • advance general conditions for reception and stay of tourists in tourism areas (public utilities and maintenance, encouragement of building of sports, recreational and other accompanying contents of public character of interest to tourism, etc);
    • guidance and coordination of activities of tourist service providers toward enrichening and raising quality level of tourist and complimentary contents and creating attractive tourist environment in tourist areas;
    • organizing tourism informative-propaganda services, cultural, sporting and other manifestations of interest to the development of tourism in municipality, that is town.
