Education in Montenegro is highly centralized. The government manages educational institutions at all levels and is responsible for:

  • Legislation and policies;
  • Strategies;
  • Funding research and pilot projects;
  • International cooperation;
  • Developing higher education sector to align with structural requirements for EU's Erasmus programme.
  • Pre-school education;
  • Primary education;
  • Secondary education ;
  • Special education;
  • Higher education;
  • School inspection; and
  • Founding of education institutions.
  • Development of education infrastructure in-line with Bologna objectives[1] to further meet the requirements of the European Higher Education Area.


Local

Municipalities are responsible for:

  • Founding of education institutions; and
  • Partly financing of educational institutions.
