Education in Montenegro is highly centralized. The government manages educational institutions at all levels and is responsible for:
- Legislation and policies;
- Strategies;
- Funding research and pilot projects;
- International cooperation;
- Developing higher education sector to align with structural requirements for EU's Erasmus programme.
- Pre-school education;
- Primary education;
- Secondary education ;
- Special education;
- Higher education;
- School inspection; and
- Founding of education institutions.
- Development of education infrastructure in-line with Bologna objectives[1] to further meet the requirements of the European Higher Education Area.
Local
Municipalities are responsible for:
- Founding of education institutions; and
- Partly financing of educational institutions.
