Vocational training

Central Government

​The central government is responsible for:
 
  • Overall legislative and policy competences in the field of vocational training;
  • Creating a comprehensive, flexible and high-quality system of technical and vocational training;
  • Providing vocational training to public assistance beneficiaries in order to enter/re-enter the labour market, thus achieving social inclusion;
  • Administrating the Apprenticeship Scheme (joint programme of the Ministry of Labour and Social Insurance and the Ministry of Education and Culture), and
  • Providing and administrating training programmes for the unemployed, especially the long-term unemployed and newcomers to the labour market.
  • Organising one and three-year programs of professional education and training. 
  • It manages the post-high school institutes of vocational educational and training. Via these institutions, it provides free two-year educational and training programs that focus on developing economic sectors.

The Authority for the development of human resources operates under the auspices of Ministry of Labour and Social Insurance and aims to constantly develop the country's human resources. In that context it operates the Fund for the Development of Human resources.

District authorities are responsible for the administration and coordination of central government policies in the field of vocational training at the district level.

 
Local SAA

Communities and municipalities have no competencies in the field of vocational training.
