Employment 

Central Government

The central government is responsible for:

•             The maintenance and continuous improvement of the standard of living and the quality of life of the working population and of society in general.

•             The promotion and implementation of policies in the fields of employment and training of human resources.

•             Implementation of measures with the aim of preventing the social exclusion of various groups and labour market access schemes.

•             Providing job-seeking services;

•             Monitoring the labour market;

•             Protecting vulnerable groups in the labour market;

•             Coordinating the national employment policy;

•             Managing sponsorships that aim to incentivize further employment;

•             The oversight of employment policy for EU and Non-EU citizens.

•             Safety and health at work.

•             Promoting and maintaining healthy employment relationships;

•             Protecting union rights;

•             Promoting collective bargaining arrangements;

•             Arbitrating employment disputes;

•             Protecting the non-unionised labour.

 

The Cyprus Productivity Centre was created as an advisory body "to assist private and public organizations to utilise their human and capital resources in the best possible way so as to increase productivity". Following the entry of Cyprus in the EU and the Eurozone, it has  focused on areas and actions targeted at supporting and facilitating the adjustment of citizens, organizations, enterprises, the social parties and the state, to globalization.

 The Social Welfare Services of the ministry materialize a project which is co-financed by the European Social Fund and the Government of Cyprus through which, public assistance recipients receive training. Upon its completion, they are expected to be placed in subsidised work positions.

Province Level
Regional authorities are responsible for the administration and coordination of central government policies in the field of employment at the district level. These are carried out through district labour offices and therefore under the authority of central government and not regional level/district governance.​

 

Local SAA

Municipalities are responsible for:

·         Limiting or prohibiting any business activity that takes places close to a road network and might cause hinderance to the local population;
·         Regulating, limiting or prohibiting professions that might cause annoyance to the local population or might entail health risks;
·         Licensing (and also revoking the license) of facilities and buildings that are used for business activities;
·         Licensing travelling salesmen and their respective activities within the municipality

Communities are responsible for:

·         Regulating bakeries
·         Limiting or prohibiting any business activity that takes places close to a road network and might cause hinderance to the local population;
·         Regulating, limiting or prohibiting professions that might cause annoyance to the local population or might entail health risks;
·         Licensing (and also revoking the license) of facilities and buildings that are used for business activities;
·         Licensing travelling salesmen and their respective activities within the municipality.
