Central Government  

    • The design and implementation of policies for the continuous improvement of transport (air, maritime and land) and of communications.
    • Τhe continuous upgrading of the quality of projects implemented by the Ministry.
    • The establishment of a modern, and safe road network and transport and promotion of sustainable mobility.
    • The study of the problems in public transport, aiming at improving the services offered to the public
    • The formulation and implementation of transport policy and transport programmes;
    • The overall supervision of inland transport and public works;
    • Vehicle registration, the issue and renewal of driving licenses, as well as circulation fees;
    • The management of all matters related to road safety. The Road Safety Council is the national statutory body for the coordination of all government authorities involved in road safety. It operates under the auspices of the Ministry of Transport, Communication and works.
    • The organisation of various road safety awareness activities, road safety seminars and road safety education activities
    • The provision and regulation of air traffic services in the Nicosia Flight Information Region and the control towers at Larnaca and Paphos airports
    • The development and operation of the country's airports and of air transport services with third countries
    • The Safety and Security Regulation and the implementation of European Law on air transport;
    • The modernisation of Cyprus' airports via the outsourcing of the project to a private consortium
    • The implementation of merchant shipping laws and of the international maritime conventions to which Cyprus is a contracting party, and;
    • The maintenance of  Cyprus as an international shipping centre.

 

The Ministry of Transport, Communication and works cooperates closely with the Police and the Ministry of Education and Culture for the drafting of road safety books for teachers and students and for the introduction of road safety education in public schools. It also cooperates with the Police for the drafting and publication of a new Road Traffic Code and for its regular updating.

 


The Cyprus Ports Authority is the competent entity to administer, operate and develop the ports, as well as to facilitate international shipping aids and issue licences for pilotage. It is a Public Sector Entity that applies the policies of the Government according to the Authority's legislation. These policies are conveyed and supervised by the Minister of Communication and Works. Its responsibilities include:

  • The planning, development and management of port infrastructure.
  • The provision of licences for the use of port land, and the provision of services in the ports under its jurisdiction.
  • The provision of licences for the provision of port services and for the construction of works in port areas.

The provision of commercial/financial/port services such as ship pilotage, ship towage and mooring, the use of gantry cranes and large mobile cranes, the reception, storage and delivery of cargo.

Province Level

  •  The administration and coordination of central government policies in the field of transport at the district level, and
  • Participation in maintenance of roads.

 

Local Self Administrative Authorities (SAA)           

Municipalities are responsible for:

  • The construction and maintenance of streets and bridges;
  • Averting any kind of road or bridge blockage; including the removal of abandoned vehicles;
  • The naming of roads;
  • The regulation and control of traffic, and
  • The designation, regulation and management of parking spaces;
  • Designating or abolishing one-way roads for vehicles and animals;
  • Limiting, partially or altogether, the use of cars in certain roads;
  • Regulating the transportation via bicycles, motorcycles and on animals;
  • The establishment and maintenance of traffic signs:
  • Facilitating the safe access of students to their respective school via the implementation of traffic regulations;
  • In consultation with the police, hiring traffic police officers;
  • To approve, monitor and regulate projects that are undertaken by private entities and affect road networks.
  • The establishment of or participation in companies for the development of municipal immovable property (work of public utility).
  • Municipalities may participate in a shared Cycling network, “Bike In Action”, which provides publicly available bicycles at stations. Currently, Agios Deometios, Aglandjia, Dali, Engomi, Latsia, Pallouriotissa, and Strovolos participate in this programme.

 

Communities are responsible for :

  • The auctioning of abandoned vehicles;
  • The regulation and control of traffic, and
  • The designation, regulation and management of parking spaces;
  • The designation or abolishment of one-way roads for vehicles and animals;
  • The limitation, partially or altogether, of the use of cars in certain roads
  • Facilitating the safe access of students to their respective school via the implementation of traffic regulation;
  • The regulation of transportation via bicycles, motorcycles and on animals;
  • The establishment and maintenance of traffic signs;
  • In consultation with the police, the hiring of traffic police officers;
