The Labour Council (special authority reporting to the Ministry)

  • Issues opinions on the application and interpretation of laws on:
  • Working hours;
  • Annual holidays;
  • Exploitation of children and young people for work; and
  • The protection of other employees.
  • Collective agreements stipulate minimum conditions, which must be observed in all employment contracts in the sector concerned.

 

Centres for Economic Development, Transport and the Environment (State administration)

  • Advisory, financing and development services for enterprises;
  • Develop the business and innovation environment;
  • Develop agricultural and rural industries;
  • Promote the fisheries sector.


 

Regional

 

Regional Council competences

Improve economic structure to stimulate and safeguard businesses and jobs.

Åland competences

  • Legislation on civil servants employed by the Åland Parliament, Åland Government and all Municipalities in Åland;
  • Promotion of employment;
  • Trade;


Central authorities have legislative powers with regard to:

  • The right of foreigners and foreign corporations to own and possess real property and shares of stock and to practice a trade;
  • Promotion of competition;
  • Labour law (except the collective agreements on the salaries of the Åland and municipal officials).


 

Local

  • Promote local business and employment;
  • Provide rehabilitative work
  • Activities supporting the access to employment and specific work for people with disabilities.
