Finland Education

Central

  • Draft and adopt legislation and general principles passed by Parliament;
  • Formulate and implement education and research policy and the development plan for education and research;
  • Prepare of the State budget and government resolutions relating to its sector;
  • Supervise of publicly-funded education;

Finnish National Agency for Education (EDUFI) (national agency) The Centre for International Mobility (CIMO) was combined with the National Board of Education.

  • Provide of education and manage its development;
  • Develop educational objectives, content and methods for early childhood, pre-primary, basic, upper secondary and adult education.

Matriculation Examination Board

  • Administer the matriculation examination;
  • Sets up and assesses tests.

The Finnish Education Evaluation Centre (FINEEC)

  • Handles matters relating to the evaluation of education system in its entirety
  • Higher Education Evaluation Council was combined with The Finnish Education Evaluation Centre (FINEEC) through new legislation in 2013.

Regional State Administrative Agencies (handles the Ministry of Education and Culture activity at a regional level)

  • Assess the availability of basic services;
  • Education services complaints, advice and evaluation;
  • Early childhood education, youth, sports and library services, information control and short-term continuing education;
  • State subsidies for education
  • State grants for school and kindergarten construction projects;
  • Control and supervise of early childhood education;
  • Collaborate with the Centres for Economic Development, Transport and the Environment in the evaluation of services and continuing education to facilitate the integration of immigrants;
  • International affairs.

Swedish-language education services unit 

  • Supervises Regional State Administrative Agencies activities on Swedish training;
  • Acts as an expert on the Swedish-speaking citizens.

Regional Council competences

  • Identifying of regional long-term and medium-term training needs as part of the development plan for education and research
  • The development and co-ordination of regional education and studies concerning the region

 Åland competences

  • Overall education policy in Åland.

Pre-primary education;

  • Basic education;
  • General upper secondary education;
  • Co-funding of education with the central Government;
  • Education for children in hospitals;
  • Education provision in both Swedish and Finnish;
  • Voluntary additional basic education and activities;
  • Music and art education.
