Central

Sports

  • The Department for Digital, Culture, Media & Sport is responsible for UK sport policy and works in partnership with Sport England, UK Sport, UK Anti-Doping and the wider sector.

     

Youth

  • Responsibility for youth policy lies with the Cabinet Office, with powers transferred from July 2013 from the Ministry of Education. The Cabinet Office is a cross-thematic ministry that directly supports the prime minister. No youth department exists however.
  • The British Youth Council (BYC) is an umbrella organisation of over 200 national and local youth organisations. It delivers political campaigns for young people and participation programmes such as the UK Youth Parliament and the international UK Young Ambassadors. BYC is a full member of the European Youth Forum and Commonwealth Youth Council.

 

Regional

Sports

  • The Scottish Parliament is responsible for sport legislation. Sport Scotland is the national agency. The Scotland Act of 2016 also introduced powers on gaming machine licensing powers, regarding the number of Fixed-Odds Betting Terminals.
  • The Welsh Parliament is responsible for legislation concerning all sport and recreational activities, except betting, gaming and lotteries. There is however, an exception in betting where the Parliament does have devolved powers: "In the case of a betting premises license under the Gambling Act 2005, other than one in respect of a track, the number of gaming machines authorized for which the maximum charge for use is more than £10 (or whether such machines are authorized)."
  • Sport Northern Ireland is the national agency for sport in the region.

     

Youth

  • Scotland has a Minister for Children and Young People.
  • The Welsh Government is responsible for the Youth Guarantee and the Youth Engagement and Progression Implementation Plan (2013) and the National Youth Work Strategy for Wales (2014-2018).
  • In Northern Ireland, the Youth Service is managed by the Education Authority and consists of a number of youth centres/clubs and outdoor education centres.

 

Local

  • Wales has a youth policy and operational framework run by local authorities (adhering to a national strategy).
  • England's youth services are delivered and managed mainly at local level with rare intervention by central government.
