UK Culture

Central

UK Central Government is responsible for:

  • setting the legal framework and providing funding for public and private cultural institutions
  • regulating broadcasting, media, arts, heritage, libraries, museums, sports, tourism and the National Lottery
  • the protection of national cultural heritage
  • external cultural policy
  • some cultural institutions and events in England
  • supervising non-governmental and public bodies in the field of culture, media and sport, as well as the non- departmental public body for the protection of cultural heritage in England
  • developing a regional focus in cultural activities
  • the British Broadcasting Corporation, a public service broadcaster, established under a Royal Charter and operating under the Secretary of State for Digital, Culture, Media & Sport.

 

Regional

The Scottish Parliament is responsible for:

  • primary legislation in the area of arts and its enforcement
  • providing funding for libraries and museums, as well as financial support for cultural activities and institutions
  • preserving monuments and historic buildings in Scotland.

 

The Welsh Parliament is responsible for:

  • arts and crafts
  • museums and galleries
  • libraries
  • maintaining archives and historical records
  • organising cultural activities and projects.

 

(Exceptions—Public lending right. Broadcasting. Classification of films, and video recordings. Government indemnities for objects on loan. Payments to Her Majesty's Revenue and Customs in respect of property accepted in satisfaction of tax, apart from property in which there is a Welsh national interest.)

 

The Northern Ireland Assembly is responsible for the policy field of culture, including arts, libraries, museums, sports.

  • There is a close working relationship between the national department and local authorities in the field of culture.

 

Local

Local authorities are responsible for:

  • delivering cultural services
  • running museums;
  • supporting tourism, arts and public libraries
  • developing Local Cultural Strategies corresponding to local needs
  • monitoring policy implementation (National department and the Local Government Association).
