The central government is responsible for:

  • The preparation and implementation of the overall policy, in accordance with European standards;
  • National and international scale infrastructures.
  • TEN-T Network projects include works and studies over routes in the area of the Montenegro/Albania border and the Albania/Greece border.
  • Interreg IPA II Cross-Border Cooperation Programme, Italy-Albania-Montenegro.

Regional

Regional authorities are responsible for:

  • Regional roads.
  • Previously participated in the Steering Committee of the South East Europe Core Regional Transport Network including the Transport Observatory (SEETO) in 2012.

Local authorities are responsible for:

  • Rural, communal and regional roads.
