Central
The central government is responsible for:
- The overall legislation;
- Support of the Electricity Regulatory Agency in the definition of the legislation;
- The preparation and update of the National Strategy of Energy through the National Energy Agency;
- The approval of the National Energy Efficiency Action and of the National Renewable Energy Sources Action Plan;
- The promotion of private, domestic and foreign investments;
- Market reform in accordance with EU standards;
- Support to public energy companies in view of privatisation.
- Publish the fees for:
- connection and access to national networks, including transmission tariffs and distribution;
- performance of energy services
- Provide cross-border infrastructure access
- Ensure the separation of duties between transmission system operators and distribution
- International cooperation with regulatory authorities and development of a harmonized regulatory framework in the regional energy market.
- Monitoring frameworks and evaluations of programmes and energy usage
- Promotion of energy efficiency
