Central 

The central government is responsible for:

  • The overall legislation;
  • Support of the Electricity Regulatory Agency in the definition of the legislation;
  • The preparation and update of the National Strategy of Energy through the National Energy Agency;
  • The approval of the National Energy Efficiency Action and of the National Renewable Energy Sources Action Plan;
  • The promotion of private, domestic and foreign investments;
  • Market reform in accordance with EU standards;
  • Support to public energy companies in view of privatisation.
  • Publish the fees for:
    • connection and access to national networks, including transmission tariffs and distribution;
    • performance of energy services
  • Provide cross-border infrastructure access
  • Ensure the separation of duties between transmission system operators and distribution
  • International cooperation with regulatory authorities and development of a harmonized regulatory framework in the regional energy market.
  • Monitoring frameworks and evaluations of programmes and energy usage
  • Promotion of energy efficiency
