Central

The Ministry of the Economy and Trade is responsible for framing national economic policy.

The Ministry of Housing and Construction has responsibility for urban development, but the Ministry of Local Government is also involved in so far as it provides information and oversees the implementation of policies by local and regional authorities.​

Regional

Each governorate has its own Directorate of the Economy and Directorate of Internal Trade, both falling under the authority of the Ministry of the Economy and Trade.

Under Article 30 of the local administration law, the governorates, districts and subdistricts can act in this area, but under the oversight of national government. The scope of these powers is unclear.

Local

Under the local administration law, municipalities have certain powers in the sphere of urban development, under the oversight of district and subdistrict authorities. The scope of these powers is unclear.
