Central

The Ministry of Infrastructure is responsible for:

  • Motorways and national roads (drogi krajowe);
  • Road transport;
  • Railway; and
  • Air transport.


The Ministry of Maritime Economy and Inland Navigation (established in December 2015) is responsible for:

  • Maritime transport and inland navigation.


The National Road Safety Council (Krajowa Rada Bezpieczeństwa Ruchu Drogowego) is i.a. responsible for:

  • Recommending road safety improvement;
  • Conducting road safety improvement action programmes;
  • Commissioning research;
  • Providing opinions on road safety‑related legal acts;
  • International cooperation;
  • Cooperation with social organisations and NGOs; and
  • Conducting impact analyses.


The General Directorate for National Roads and Motorways (Generalna Dyrekcja Dróg Krajowych i Autostrad - GDDKiA) is responsible for:

  • Managing national roads and traffic;
  • Implementing of the State budget;
  • Implementing the national transport policy with regard to the road system;
  • Collecting data and issuing reports;
  • Supervising road infrastructure preparation;
  • Issuing time‑ and route‑limited single‑pass permits for special vehicles;
  • International cooperation;
  • Cooperating with local government units with regard to road infrastructure expansion and maintenance;
  • Coordinating toll motorway construction and/or operation.


 

Regional

Regions are responsible for:

 

County authorities are responsible for:

  • Powiat‑level roads (drogi powiatowe) – construction and maintenance
  • Public transport in the powiat;
  • Keeping a register of enterprises running driving schools (ośrodki szkolenia kierowców);
  • Keeping a register of enterprises running vehicle inspection stations (stacje kontroli pojazdów) and supervision of vehicle inspection stations;
  • Issuing licenses for road transport operations.

 

Local

Local authorities are responsible for:

  • Local roads (drogi gminne), streets, bridges, public squares;
  • Traffic organisation;
  • Local public transport;
  • Issuing taxi licenses;
  • Issuing permits for road transport within the municipality;
  • Examination of drivers with regard to local topography if the municipal council has introduces such a procedure (applies only to municipalities with over 100,000 inhabitants).
  • Local branches of the General Directorate for National Roads and Motorways (Generalna Dyrekcja Dróg Krajowych i Autostrad - GDDKiA), which fulfil the national objectives and are subordinated to the regional branches.
