Palestine Energy and Natural Resource Authority is responsible:

  • Supervising and monitoring the generation, transmission and distribution of energy;
  • Setting energy standards;
  • Research and development of alternative sources of energy.

The Palestinian Energy Authority is the agency accountable to the President, responsible for: [1]

  • Providing electricity at affordable prices;
  • Setting the legal, institutional, economic, financial and technical basis for system development;
  • Coordinating the sector, policy and system development, generation, transmission, distribution, tariffs and regulation;
  • Remedying system deficiencies and improving service delivery; 
  • Supervising the construction, operation, and maintenance of electrical projects and networks;
  • Conducting research.

Palestinian Energy and Environment Research Centre  is responsible for studies and promotion of energy conservation, and renewable energy in Palestine. 


 Palestinian Electricity Regulatory Commission  (PERC) is responsible for:

  • Reviewing tariffs;
  • Providing recommendations on licences and licence conditions;
  • Resolving disputes between stakeholders of the sector;
  • Disseminating information.

The Palestinian Electricity Transmission Company is in charge of build, own and operate the Palestinian electricity transmission system.


[1] In Palestine there is a limited availability of primary energy resources, financial constraints, and the particular political considerations in the area. In addition, Gaza's isolation presents technical challenges in transporting, storing, importing and exporting energy. Palestine is heavily dependent on Israel for meeting its energy requirements. Almost all petroleum products and most of electricity are imported from Israel and the possibility of diversifying the energy imports from other countries is currently limited. Moreover, the difficult access to energy reflects on the PA debt sustainability, itts capacity to ensure uninterrupted provision of basic services to its citizens in view of the Palestinian statehood, and critically affecting the level of response to the Gaza water crisis. The Office of the European Union Representative, 2016 The European Union and PENRA host the final workshop of the study for the restructuring of the Hydrocarbon sector of Palestine.
