Central
Central government is responsible for:
- Border security of all international borders including occupied Palestinian territories;
 - Jewish immigration and family reunification policies;
 - Integration measures;
 - Integration assistance for new immigrants, including help with living expenses upon initial reception; assistance with acquiring household goods; assistance with employment;
 - Absorption centres, providing housing for new immigrants;
 - Actively taking in Jewish refugees globally;
 - Specifying the laws and conditions for entering
 - Israel;Issuance of visas and management of visa exemption agreements;
 - Labour migration legislation and policy;
 - Citizenship and naturalisation laws
 - Measures against the exploitation of foreign workers;β
 
Local
Responsibilities for the local government are unclear legally. Local authorities will implement national policies and edicts and co-ordinate with NGOs to ensure border security and effective management of transit refugees.
