Central government is responsible for:

  • Border security of all international borders including occupied Palestinian territories;
  • Jewish immigration and family reunification policies;
  • Integration measures;
  • Integration assistance for new immigrants, including help with living expenses upon initial reception; assistance with acquiring household goods; assistance with employment;
  • Absorption centres, providing housing for new immigrants;
  • Actively taking in Jewish refugees globally;
  • Specifying the laws and conditions for entering
  • Israel;Issuance of visas and management of visa exemption agreements;
  • Labour migration legislation and policy;
  • Citizenship and naturalisation laws
  • Measures against the exploitation of foreign workers;​

Local

Responsibilities for the local government are unclear legally. Local authorities will implement national policies and edicts and co-ordinate with NGOs to ensure border security and effective management of transit refugees.
