Central

Central government is responsible for:

  • Safeguarding public freedoms and the rights of citizens;
  • Security measures in occupied territories of Palestine;
  • Early warning systems;
  • Information campaigns for citizens in how to sound alarms and sirens;
  • Construction and planning regulations aimed at building protective infrastructure (including underground bomb shelters, security rooms within offices, homes and schools);
  • Iron Dome, a short-range missile interceptor that has been used to defend against rocket attacks from neighbouring territories;
  • Civil Guard, a volunteer organisation of Israeli citizens which assists in daily police work, and is a subdivision of the Israeli Police.
  • Maintenance of public order and public morals and ensure public convenience;
  • The National Emergency Board (NEB) issues plans and guidelines for operating the country's civilian economy in emergency situations, as determined by an NEB inter-ministerial committee chaired by the Minister of Defence.
  • Israel Fire and Rescue Services;
  • Home Front Command, an arm of the Israeli Defence Forces and a military rescue team that handles large-scale civilian disasters such as earthquakes, collapsed buildings or missile attacks.
  • Preservation of state property;

Furthermore, the main NGO operating in this sector is Magen David Adom (MDA), a national aid society of Israel, they are the state emergency medical, disaster, ambulance and blood bank service. They fall under the International Red Cross and Red Crescent Movement.

Local

At the local level, Israel is forming civil defence units throughout the north to assist in further conflict between Israel and Hezbollah. Volunteers are trained in disaster relief and working with the population in the wake of a conflict.
There are 11 Local Rescue teams in Golan Heights, Galilee-Carmel, Jezreel Valley, Samaria, Ein Gedi, Megilot, Gush Etzion, Arad, Negev, Arava, and Eilat-Eilot.
There are local Firefighting services that in times of emergency, will collaborate with the military arms of the state.
