Central

The Government is responsible for:

  • Health care policy and legislation;
  • Regulation of product and service safety;
  • Healthy living environment and lifestyle;
  • Chemical safety;
  • Coordination of the chemical safety sector; occupational safety and health protection (Ministry of Social Affairs);
  • Provision of first level health care services (family physician);
  • Implementation, management and coordination of measures during the COVID-19 crisis.

 

The health policy of Estonia is based on the National Health Plan 2020-2030.

 

The government agency in the field of public health is the Health Board.

 

Regional

 
All regional level hospitals and care providers are independent entities and not governed by regional administration.

 

Local ​

 

Local governments are not responsible, but may set up the health care institutions (family health centres) located on its territory if they decide so.

The majority of local health service providers operate under private law and not under Local Government Units
